Keith S. Bozarth, Executive Director
Before joining SWIB, Keith was CEO of the Orange County Employees Retirement
System in California. His experience working with public pension funds began in
1992 and also includes the Teachers’ Retirement System of Illinois and both the
State Employees’ and Public School Retirement systems in Missouri. He has served 11 years in a CEO role with
oversight of both the investment and benefit functions and has a total of nearly
25 years involved in deferred compensation or pension issues. Keith holds a
bachelor’s degree and a J.D. degree, both from the University of
Missouri-Columbia.
David Villa, Chief Investment Officer
Working in investment management since 1992, David adds a wide range of
significant accomplishments in investment management to the SWIB team. He was
previously chief investment officer for the Florida State Board of
Administration. Prior to joining the Florida Board, David worked for UBS Global
Asset Management/Brinson Partners in Chicago for more than 10 years, most
recently serving as executive director, client relationship manager. His more
than 30 years in the financial industry also includes positions with First
Chicago and Arthur Andersen. David obtained his B.A. in economics from Princeton
University; M.A. in economics and Latin American studies from Stanford
University; and M.B.A. from Kellogg School of Management, Northwestern
University. He has earned his Certified Public Accountant license and the
Chartered Financial Analyst® designation.
